Maybe because the website has "game" in the url and they have some sort of word recognition to their blocking software, or they use some blocking system that is run by some company dedicated to identifying websites so they can block "groups" of sites
EDIT: So I read through the whole document pertaining to Internet access, and the school board only says one line about blocking : [School Board] will employ web filtering software to block out many objectable sites ... in accordance with Board Policy (policy number)(and more stuff that really reads like abbreviated legalese). Essentially they can block anything they want to, and argue it "wasn't educational"
